In the absence or lack of legislative control and oversight, it is possible for power to be misused and democracy may become undermined, which in turn could have a negative effect on the fundamental rights and liberties of citizens. Therefore, to preclude such a scenario, it is of paramount importance for democratic regimes to create and maintain a clear legislative framework for the existing security departments. For a country still in its infant stage of democracy like Iraq, this is even more crucial for a successful democratic transition. Towards that end, GS-Foundation is organizing a workshop with the goal to better equip Iraqis with the knowledge necessary to help their security departments function in a way that is consistent with the principles of a democratic country governed by the rule of law.
