In October, the GS-Foundation embarked on a significant delegation trip to Chile, marking an important step forward in a trilateral police project involving Germany, Chile, and Colombia. This initiative focuses on building a modern, transparent, and values-based approach to policing—one that emphasizes de-escalation, human rights, and community trust.
Strengthening Partnerships in Santiago
The visit began at the German Embassy in Santiago, where our delegation—joined by representatives from the German Police University (DHPol) and the Freiburg Police—was warmly welcomed by Ambassador Irmgard Maria Fries-Gaier. A meeting with General Director Araya of the Carabineros de Chile underscored the importance of international collaboration in addressing shared challenges.
General Director Araya reaffirmed his commitment to this trilateral effort, emphasizing how such partnerships promote innovative, forward-thinking policing. The exchange highlighted how Chile, Colombia, and Germany can learn from one another to improve practices and build stronger law enforcement institutions.
Celebrating Collaboration and Tradition
A visit to the Viña del Mar Police Academy provided insight into the comprehensive two-year foundational training for new Carabineros officers. In a moving display of respect and partnership, the delegation was honored with the German national anthem and a performance of a traditional Chilean dance. These moments of cultural exchange reflect the deeper values that underpin this project: respect, mutual understanding, and shared learning.
During the visit, the Carabineros de Chile shared their strategies for overcoming challenges such as personnel shortages and the need to adapt to modern demands. These discussions further reinforced the need for international collaboration to address complex issues facing police forces globally.

The trilateral project focuses on implementing reforms that prioritize human rights and community trust. Core objectives include:
