Building Accountable and Democratic Security Institutions Worldwide

The GS-Foundation, headquartered in Essen, Germany, is a leading German non-profit organization committed to building accountable, democratic, and resilient security sector institutions in countries affected by instability or conflict. Guided by the German government’s 2019 Inter-Ministerial Strategy on Security Sector Reform (SSR), the GS-Foundation delivers tailored solutions to strengthen national and public security.

With a team of senior experts in law enforcement and governance (e.g. retired police officers), the GS-Foundation promotes stability through national security strategies, capacity-building initiatives, and a strong focus on gender equality in all aspects of peacebuilding and security reforms. By emphasizing local ownership, sustainability, and adherence to internationally recognized human rights standards, the organization ensures long-term impact.

The GS-Foundation partners with governments, international organizations, and civil society to implement innovative projects tackling global challenges such as organized crime, terrorism, and border security. Its mission is to build trusted, citizen-centered security institutions that foster political, economic, and social development.
