Strengthening Integrity Through an Anti-Corruption Awareness Campaign

Corruption undermines trust in public institutions and weakens the relationship between the state and its citizens. Addressing it requires more than internal rules and procedures. It also depends on transparency, accountability, and informed citizens who know how and where to speak up.

On behalf of the German Federal Foreign Office, the GS-Foundation implemented an anti-corruption awareness campaign within Moldova’s Ministry of Internal Affairs. The campaign was designed to make anti-corruption efforts more visible and understandable, both inside public institutions and for the wider public.

Explaining integrity from within institutions

The first video of the campaign introduces the Internal Protection and Anti-Corruption Service, the body responsible for preventing and addressing corruption within the Ministry of Internal Affairs itself. It explains why integrity, discipline, and internal accountability are essential for professional and fair public service.

By focusing on corruption prevention from within the system, the video highlights that sustainable change must start inside institutions. Clear responsibilities and internal oversight are key to building credibility and trust in the security sector.

Integrity as a daily responsibility – and the role of citizens

The second video shifts the focus from institutional structures to everyday practice. It highlights that thousands of employees of the Ministry of Internal Affairs begin their work each day with a commitment to serve the community with honor and responsibility. Integrity is presented not as an abstract value, but as a concrete way of working in line with the law and with respect for citizens.

At the same time, the video addresses the public directly. It makes clear that integrity does not stop at institutional boundaries: when citizens witness illegal behavior involving employees of the Ministry of Internal Affairs, their voice matters.

A central element of the campaign is explaining how corruption can be reported safely and confidentially. The video provides clear information about the Ministry’s dedicated anti-corruption hotline 1520, reassuring citizens that reports are treated seriously and confidentially, regardless of whether the caller is a student, parent, or retiree.

Supporting accountability and public trust

By combining institutional explanations with clear guidance for citizens, the campaign strengthens awareness of reporting mechanisms and encourages civic engagement. It places responsibility where it belongs: both within public institutions and across society.

Through this work, the GS-Foundation supports Moldova’s efforts to promote integrity, accountability, and a fair society based on dignity and respect. Making anti-corruption mechanisms visible and accessible is an essential step toward building public trust and strengthening democratic governance.
