Exchange in Chișinău
How can domestic violence be prevented more effectively? What role does the police play – and what do officers need to support victims in a meaningful way? These questions were at the heart of a two-day workshop held on 28–29 July 2025 in Chișinău.
The event was opened by State Secretary Alexandru Bejan. A representative of the Ministry of Internal Affairs of the Republic of Moldova also took part.
Participants included police officers from various regions across Moldova. Many of them work in frontline units, in specialised teams or in leadership roles – bringing diverse perspectives and experiences from their daily practice.
Technical input and practical tools
The first day provided a shared foundation: input from Germany on threat management, specialised units, standard operating procedures (SOPs) and victim protection strategies. Holger Schmidt, prevention expert from the Munich Police Headquarters, presented key elements of current practice in the German context.
The General Police Inspectorate (GPI) of Moldova shared initial findings from a national needs assessment. In addition, the National Agency for Preventing and Combatting Domestic Violence presented current developments in digital case management and support services for victims.
An open discussion concluded the day. It became clear how strong the interest was in practical and adaptable tools for everyday police work.
Group work with a view to implementation
On the second day, participants worked in small groups to develop first proposals. Which approaches could be adapted, expanded or redesigned? What kind of guidance is needed for officers in initial contact with victims? And how can services be improved in rural areas?
There was particular interest in practical formats – such as guidance leaflets, clear operational instructions and updated training approaches. The discussions were informed by a set of international reference materials provided in advance.
A shared step forward
The workshop was characterised by openness, professionalism and mutual respect. The discussions opened up new perspectives and highlighted the expertise already present within Moldova’s police services.
What comes next? The results of this workshop will form the basis for the next phase of technical cooperation. This focus will also guide the next phase of the EQUALFORCE project.
