Project Leadership Transition in Moldova: Volker Jacoby Takes Over

As of 1 January 2026, Volker Jacoby will assume responsibility as Head of Project for Moldova, overseeing the continued implementation of the GS-F projects.

He is taking over an established project environment: A programme that encompasses capacity building in the field of project management as well as strategic and operational components for the use of drones (together with the Ministry of Internal Affairs), and an initiative with the national police aimed at strenthening their response to crime

Volker Jacoby brings extensive international leadership and project experience to his new role. Most recently, he served as Founding Director of the European Centre of Excellence for Civilian Crisis Management in Berlin, where he worked with European Union Member States to build their capacity in civilian crisis management.

A key focus of his work throughout has been strengthening the so called “integrated approach”, i.e. cooperation between police services, non-uniformed civilian actors as well as military.

Previously, Volker Jacoby worked as Head of Training with Germany’s Center for International Peace Operations (ZIF). In this role, he shared experience gained from approximately 15 years in international peace operations including in the South Caucasus, Afghanistan and Central Asia as well as election observation missions including in Moldova.

Volker Jacoby succeeds Klaus Kandt, who has been building and shaping the GS-F projects in Moldova since 2022. Under his leadership, the projects were successfully established and strategically expanded, and the GS-Foundation was positioned as a trusted partner within the international community, receiving several recognitions from local stakeholders.

With Volker Jacoby taking over, the Moldova projects stand for continuity and further development, with a strong focus on the integrated approache as a key component of civilian security sector reform.
