Leadership Training for Ukraine’s Educational Security Service

At the end of July and beginning of August, the GS-Foundation delivered two tailored leadership training courses for senior managers of the Educational Security Service (ESS) of the National Police of Ukraine. The training brought together ESS managers from oblasts across Ukraine and focused on leadership, crisis management, inter-agency cooperation and psychological resilience.

Tailored training for a newly established service

Established in 2024, the Educational Security Service is responsible for enhancing safety and security in schools across Ukraine. Operating in an environment shaped by the ongoing war places particular demands on its managers and requires effective leadership, resilient structures and close cooperation between different authorities.

To address these requirements, the GS-Foundation developed two leadership training courses specifically tailored to the needs of the ESS. The content was designed to reflect the responsibilities and operational challenges faced by managers of this newly established unit.

Leadership, cooperation and resilience

The training covered modern approaches to leadership and team management, effective inter-agency cooperation, crisis management and psychological resilience in emergency situations.

In addition to theoretical input, practical exchange formed an important part of both courses. Participants shared experiences from their respective oblasts, discussed challenges encountered in their daily work and explored possible solutions together with the trainers.

This exchange also provided an opportunity to consider how the methods and approaches introduced during the training can be transferred into everyday management practice.

Improving management processes across the oblasts

The training aims to contribute to more effective management processes within the ESS at oblast level. Applying the methods and tools introduced during the courses can help streamline workflows, accelerate processes and support more effective leadership at subsequent operational levels.

By investing in the leadership capacities of those responsible for managing school security, the programme contributes to the continued development of the ESS and its ability to fulfil its responsibilities under particularly challenging circumstances.

The two courses were delivered by GS-Foundation trainers Frank Arnolds and Arno Langangke.

Police Major V. Protsiv, Deputy Head of the Educational Security Service, accompanied the training and provided specialist input throughout the programme.

Through these activities, the GS-Foundation continues to support the National Police of Ukraine in developing sustainable capacities and professional structures – contributing to more effective security management and safer schools across Ukraine.
