On 15 and 16 September 2026, the GS-Foundation conducted a two-day WASP Workshop in Moldova in close cooperation with the Inspectorate for Operational Management (OMI) of the Ministry of Internal Affairs (MIA). The workshop focused on strengthening inter- and intra-ministerial coordination for the civilian use of drones in the performance of public duties.
Strengthening Cross-Institutional Coordination
The workshop brought together decision-makers and drone operators from the Ministry of Internal Affairs and its subdivisions, the Ministry of Defence (MoD), and the Civil Aviation Authority. Bringing together representatives from different institutions and levels of responsibility provided an opportunity to jointly examine existing coordination mechanisms and information-sharing processes.
A particular focus was placed on the interaction between the institutions involved and on identifying challenges that may arise when drones are deployed in the performance of public duties.
Testing Procedures Through Realistic Scenarios
Working with realistic scenarios developed by the participants themselves, established reporting and information-sharing channels were applied in real time.
This practical, scenario-based approach allowed participants to examine existing procedures under realistic conditions. During the simulations and subsequent discussions, they jointly identified gaps and analysed strategic, operational, and tactical challenges in current coordination processes.
Prof. Chris Janke and Sebastian Rohde, experts from the GS-Foundation, facilitated the scenario simulations and subsequent debriefings.
From Workshop Findings to Sustainable Structures
The findings provide an important basis for the further formalisation of reporting procedures and information exchange between the institutions involved. They can support the development of clearer processes and sustainable structures for future cross-institutional coordination.
The GS-Foundation was also pleased to welcome Dr Peter Buschmann, Deputy Chief of Mission at the German Embassy in Chișinău, during the workshop.
Continuing Cooperation with MIA OMI
The WASP Workshop forms part of the ongoing cooperation between the GS-Foundation and the Inspectorate for Operational Management of the Moldovan Ministry of Internal Affairs.
Within the framework of this cooperation, the GS-Foundation is supporting MIA OMI in the development of a Drone Competence Centre. The workshop therefore represents another step in the joint effort to strengthen institutional capacities and establish sustainable structures for the coordinated civilian use of drones in Moldova.
