Institutional Evaluation of the Moldovan Police Enters Second Phase

The GS-Foundation is continuing its support for the institutional development of the Moldovan National Police as the ongoing evaluation of the General Inspectorate of Police (GPI) enters its second phase. The assessment aims to identify opportunities for institutional improvement and modernisation, contributing to the long-term development of effective and responsive policing structures in the Republic of Moldova.

Assessing Operational Structures and Working Methods

Following the initial phase of the evaluation, the focus has now shifted to the working methods and operational structures of the territorial and specialised units of the General Inspectorate of Police.

In close consultation with senior management and staff, experts are examining key aspects of police operations and institutional organisation. These include internal work processes, coordination between central and territorial levels, resource management and cooperation with members of the public and institutional partners.

The assessment seeks to provide a comprehensive understanding of existing structures, operational practices and institutional challenges. By involving representatives from different levels of the organisation, the evaluation incorporates practical experiences and perspectives from across the police service.

Identifying Priorities for Institutional Modernisation

The findings from the evaluation will be incorporated into a final report, providing a basis for identifying specific measures to strengthen and modernise the Moldovan National Police.

A central outcome of the process will be the development of a prioritisation matrix outlining key areas for institutional improvement over the next five years. This matrix is intended to support strategic planning and help ensure that future development measures address identified needs and operational priorities.

By combining an assessment of existing structures with forward-looking recommendations, the evaluation aims to contribute to a more efficient, coordinated and responsive police organisation.

Supporting Sustainable Police Development in Moldova

The project is being implemented by the GS-Foundation on behalf of the German Federal Foreign Office.

Through this initiative, the GS-Foundation supports the Moldovan National Police in identifying opportunities for institutional reform and strengthening its organisational and operational capacities.

The evaluation represents an important step towards developing sustainable modernisation measures and establishing a strategic framework for the continued institutional development of the Moldovan police over the coming years.
