Strengthening Risk Management Skills at Moldova’s General Police Inspectorate

On 24–25 September 2026, the GS-Foundation conducted a two-day training session on Risk Management in Project Writing for representatives of Moldova’s General Police Inspectorate (GPI). The training marked the third monitoring session organised for subdivisions of the Ministry of Internal Affairs (MIA), contributing to the continued development of institutional capacities in project planning and management.

Integrating Risk Management into Project Planning

The training aimed to strengthen participants’ ability to identify, assess and manage potential risks throughout the project cycle. Particular emphasis was placed on integrating risk management into project development, ensuring that potential challenges are identified at an early stage and addressed through appropriate mitigation measures.

Participants explored how systematic risk analysis can contribute to more effective project planning and implementation, from the initial identification of risks to the development of mitigation strategies and their integration into project documents.

From Theory to Practice: Applying Risk Management Tools

Through a combination of practical exercises, case studies and interactive group work, participants explored key risk management tools and methodologies. These included the probability-impact matrix, which helps assess the likelihood and potential consequences of identified risks, and the risk register, which supports the systematic documentation, monitoring and management of risks.

Participants had the opportunity to apply these tools to real or planned projects, translating theoretical knowledge into practical approaches relevant to their daily work. The interactive format encouraged the exchange of experiences and supported the practical application of the methods introduced.

The training was delivered by GS-Foundation consultant Elena Moisei, who guided participants through the different stages of risk management and facilitated the practical discussions and exercises.

Strengthening Institutional Capacities for Sustainable Project Management

By strengthening risk management competencies within the General Police Inspectorate, the training contributed to improving institutional capacities for effective project development and implementation.

The GS-Foundation remains committed to supporting Moldova’s Ministry of Internal Affairs and its subdivisions in developing sustainable approaches to project management and institutional development.
