GS-Foundation Supports the Modernisation of Moldova’s Ministry of Internal Affairs with 81 Unmanned Aerial Systems

The official handover ceremony brought together the Minister of Internal Affairs of the Republic of Moldova, Daniella Misail-Nichitin, the Deputy Head of Mission of the Embassy of the Federal Republic of Germany in the Republic of Moldova, Peter Buschmann, GS-Foundation Chief Operating Officer Stefan Schwarz, and representatives of the Ministry’s operational divisions.

The newly delivered systems will strengthen the operational capabilities of eight subdivisions of the Ministry, supporting a broad range of missions including border surveillance, public order, emergency response, search and rescue operations, traffic monitoring, operational analysis and the protection of critical infrastructure.

Strengthening Institutions Beyond Equipment

For the GS-Foundation, sustainable security sector reform extends far beyond the provision of modern equipment. While advanced technology plays an important role in enhancing operational effectiveness, long-term success depends on capable institutions, qualified personnel and sustainable organisational development.

The project therefore combines the delivery of modern UAS technology with a comprehensive capacity-building approach. In addition to the equipment, the initiative includes project management support, digitalisation measures, modern IT infrastructure and initiatives designed to strengthen the Ministry’s operational mobility and institutional resilience.

Investing in People Through Professional Training

A key component of the project is the development of long-term professional expertise within the Ministry of Internal Affairs. A dedicated UAS Training Centre will be established at the “Ștefan cel Mare” Academy, providing a central platform for the education and certification of drone operators.

The programme also includes the development of standardised operating procedures, specialised training curricula and internationally recognised certification programmes. These measures will ensure that personnel are equipped not only with modern technology but also with the knowledge and practical skills required to deploy it safely, effectively and in accordance with international standards.

Supporting Moldova’s Security Sector Reform

The project is fully aligned with Moldova’s Internal Affairs Development Strategy 2022–2030 and contributes to the country’s broader efforts to modernise its security institutions. By combining innovation, institutional development and professional training, the initiative strengthens the Ministry’s ability to respond effectively to emerging security challenges while improving operational coordination and decision-making.

The deployment of the new UAS fleet will provide operational units with real-time situational awareness, helping to enhance border security, support law enforcement activities, improve emergency response and protect critical infrastructure across the country.
